Why is NP Jason M. Masa the LEGITIMATE National President?

Eagle Jason M. Masa, the LAWFUL National President

The Fraternal Order of Eagles – Philippine Eagles, Inc. (TFOE-PE), the first Philippine-born fraternal socio-civic organization anchored on the principle of “Service Through Strong Brotherhood,” underwent one of the most legally significant leadership transitions in its history during the 2024 National Elections.


At the center of this transition stands Eagle Jason M. Masa, whose assumption to the Office of National President for Eagle Years 2025–2026 was ultimately affirmed through constitutional processes, judicial review, and formal proclamation by the organization’s Supreme Tribunal 

The 2024 National Elections: Context and Timeline

 The National Elections of TFOE-PE were scheduled and conducted on November 24, 2024, under the supervision of the Philippine Eagles Commission on Elections (PHIELECOM), composed of senior legal and organizational officers .


The official filing period for Certificates of Candidacy (COCs) ran from November 10 to November 18, 2024 .


On November 18, 2024, the final day of filing, Eagle Jason M. Masa (JMM) filed his verified Certificate of Candidacy, representing his original chartered region, CLR-6 (Nueva Ecija), in accordance with constitutional requirements .

Election Results and Subsequent Legal Challenge

 The national elections proceeded on November 24, 2024, yielding the following results:

  • Ronald F. Delos Santos – 1,182 votes
  • Jason M. Masa – 674 votes
  • Other candidates – significantly fewer votes
     

Based on the initial tally, PHIELECOM proclaimed Delos Santos as National President on the same day. However, this proclamation became the subject of an immediate and formal legal challenge.


On December 23, 2024, a Memorandum of Appeal was filed before the Supreme Tribunal by a concerned regional governor, questioning the legality of Delos Santos’ candidacy and the actions of PHIELECOM  

Supreme Tribunal Ruling: Cancellation of COCs and Void Proclamation

 After due consideration, and in the absence of a timely response from the respondents, the Supreme Tribunal rendered its decision ex parte on January 3, 2025.


The Tribunal ruled that:

  • PHIELECOM committed grave abuse of discretion in accepting and giving due course to a second Certificate of Candidacy filed after the official filing period, in violation of the Philippine Eagles Constitution .
  • Ronald F. Delos Santos committed material misrepresentations in both his first and second COCs, particularly relating to eligibility, regional affiliation, and constitutional service requirements .
  • Both COCs of Delos Santos were cancelled, his proclamation revoked, and all votes cast in his favor were declared stray votes .
     

With the exclusion of the stray votes, Eagle Jason M. Masa emerged as the candidate with the highest number of valid votes, totaling 674.

Proclamation of Eagle Jason M. Masa as National President

 Pursuant to Section 4, Chapter 5, Article XIII of the Philippine Eagles Constitution, the Supreme Tribunal:


  • Declared Eagle Jason M. Masa as the official winner
  • Proclaimed him as the duly elected National President of TFOE-PE for Eagle Years 2025–2026
     

On January 3, 2025, Supreme Chancellor Ricardo Llorca publicly proclaimed Jason M. Masa as National President, affirming the Tribunal’s authority and final ruling .

Oath of Office and Assumption of Authority

 On January 5, 2025, Jason M. Masa formally took his Oath of Office before Supreme Chancellor Ricardo Llorca, thereby vesting him with full legal authority to administer the affairs of the Fraternal Order of Eagles – Philippine Eagles, Inc. .


The presentation further documents that any subsequent oaths or tribunal actions undertaken by other parties after this date were deemed illegal, void, and without authority, as they occurred after the lawful proclamation and oath-taking of National President Masa .

Conclusion

The ascent of Eagle Jason M. Masa to the National Presidency of TFOE-PE stands not merely as an electoral outcome, but as the result of constitutional adherence, judicial scrutiny, and institutional due process.


As established in the official records of the Supreme Tribunal and documented in the attached presentation, Jason M. Masa is the lawfully proclaimed and constitutionally vested National President of The Fraternal Order of Eagles – Philippine Eagles, Inc. for Eagle Years 2025–2026.
